Title Issues

Hello Group I am a new member that is in the process of getting a family heirloom back into the correct family hands. Some of you may have gotten Manley Ford's message on my situation.
Here is what I have
The car I have always been told is a 1948 MG TC
The Title Reads as follows Serial # XPAG7865 which of course is an engine number and is not the one in the car.
The car says the following on the tag TC/2119 Engine # XPAG2825
The car is in Ohio and is in my sister in laws name due to a death blah blah blah. I was not in the financial situation to purchase the car out right so I have had to get a partial loan. It was upon this inspection that the title discrepency was found. The car's motor is a TD MKII ( I am told), though the number is I believe is XPAG1504 or 1584 on the right front of the block. Can verify in the AM.
The bank of course will not release the funds without a corrected title.
1)They are trying to send me to the Ohio State Patrol to get it verified though I'm hesitant on this as they are saying they may have to issue a built title and I surely don't want that.
2) A couple people have suggested broadwaytitle.com this might be an easy way as I have had somebody loan me the money to finish paying for the car to get it back in the family hands
3) Option three was to call Ohio BMV of which I will do tomorrow and see what they say in Columbus
Last I have the names on the title going back to my mother whom got the car on my fathers demise in 1961
she then transfered it to my brother, whom transfered it to his trust and then now his widows trust.
Any easy solutions other than these or are these the way to go ?
