"Would" is an interesting word to use in this. The answer is - it depends on a number of factors.
The Nuffield Organization (MG's parent company) had a deal with Duckhams to market Duckham oil as NOL brand through the company in all Nuffield makes. Nuffield made quite a bit of money in this deal - as well as significantly lowering their cost for oils and greases installed during manufacturing.
Nuffield agreed to provide the oil can clip, and Duckhams paid for and supplied the oil can. But the British Ministry didn't authorize use of metal to make the cans (material shortages). So a new TC owner got a car with an oil can clip and a postcard tag attached to it, stating that if the new owner mailed in the card, the company would send them an oil can when metal was allocated by the government.
The very early TCs - first 150 or so - didn't even get the clip.

So - if you are duplicating " from the factory" originality, you should have a clip and a tag.
There's more to the story, but this is likely plenty info for you.
