Determination of Original Owner

Is there any way to determine the name and address of the original owner of a 1948 MG-TC, based upon either factory records or the registration tag that came with the car?
Records? No.
Tag? Generally no, depends on country and state. Privacy thing usually.
Suggest you post everything here in the hopes someone will spot something (Like I did with TC7677).
