TD or TC grille shell on ebay

This ebay item is listed as a TD grille shell. Doesn't the open bottom for the starting handle indicate it is for a TC?

I'm in need of one so I'm hoping one comes up in the UK. I've learnt from experience that you really need to see the condition of these in person before buying otherwise you could be in for a world of pain in the wallet area. I've had a couple of near misses where I've seen pictures and considered buying but on personal inspection before bidding decided not to.
