TA Handbrake Shaft Levers

Well, a new conundrum.
I removed the handbrake shaft, and I discover I can't remove the handbrake lever because the crank levers at each end and the one in the middle are welded to the shaft.
I think this can't be right, as I see locating pins in each of the crank levers.
Is this somebody's modification for racing, or because they were brutal with the handbrake?
Are the pins known for shearing off or is breakage of the crank levers common?
They are bent different angles. Should they be all the same?

Hi Rob,
The welds are from the factory. I had to grind down the weld on one of the crank levers and remove it in order to remove the handle for re-chroming, and then re-weld it. I used the pin to align the crank lever when re-welding it. The crank levers should be at the same angle, and line up.
