Rear spring top plate - removal

Before I wreck something... is it advisable to remove the rear spring top plate, or, if the threads are in good shape, leave it alone? Is this riveted to the rear axle?

That spring plate and stud assembly (item 7) should come off with a sharp rap with a hammer and punch. I suspect that it is held in place from road grime only unless the PO welded it in place for some god-awful reason. The spring plate ass'y is attached to the rear road spring prior to ass'y to the rear axle housing.

Good enough. It'll come off then. I was afraid I was going to go to battle with a rivet.
