before fitting inner cable to slow running lever should you be able to move inner cable very essay by hand , all so how do you set it all up its a 1948 tc

It should move smoothly and relatively easily through the housing. There may be some friction once you bend it around all the corners between the dash panel and the carbs, but it should not be tight. The dash knob should turn easily with two fingers.
When you connect it to the carb lever, leave a very slight gap between the adjustment screw and the lever, to ensure that the throttle returns fully.
